Welcome to The Precautionary Principle - A Primer!

This web-based instructional package is designed for people currently working or studying in public health fields. In particular, the instruction will be useful to those working in various aspects of environmental health, chemical hazards assessment and community health educators.

The instruction incorporates some "flash," "audio," "powerpoint presentions" and graphics. Lessons are best viewed with high speed internet, updated browser, and with display screen area set at 1024 X 768 (Screen areas can be adjusted on Windows programs at Control Panel >Display> Settings). While in the instruction, turn internet pop-up blockers off (i.e., allow pop-ups) for ease of navigation. You may also want to bookmark the site in your "favorites" to readily access it.

As this instruction is "instructor-less," you are invited to learn at your own pace and with your own navigational preferences. However, modules and lessons are numbered in a suggested sequence.

To the User:

  • To your left, you will note there are 3 Modules ordered in sequence. Each Module contains 3-4 Lessons.
  • Each Module Page will contain a top menu bar ( buttons here only for illustration):
    1) Objectives for that Module (recommended to View prior to starting the Module).
    2) A Practice section for that Module (recommended to View after finishing the entire Module)
    3) A Link to the Resources page
    4) The Next Module prompt to proceed in sequence (The last Module has a link to a Survey)
    5) A Link to return to the Opening Home page.
  • Within the lessons, you may note an occassional asterisk (*). If you click on the asterisk, a pop-up box will appear with a definition of the preceding term.
  • You are encouraged to view the credits and materials that were used in creation of this learning packet. You will find a link to Credits to your left (). Specific references will also be found in the individual lessons and on the Resources page.
  • This page that you are currently viewing, the Users Guide, can be accessed from all pages from the link To the User on your left ( ).
  • For further study or to examine ways to contribute to educational efforts related to the precautionary principle, you will find Next Steps on the Resources page.
  • Contact information can be found on the Resources Page, Next Steps and Survey.
  • Take the Survey. From the following pages, Module 3, Resources Page, and Next Steps, there will be a link to Survey. Your feedback will be used to assess the usefulness of the instruction and provide valuable insight on ways it can be improved. To end the instruction, please take the time to complete and return the Survey.
